They Hear the Train a’Comin
TriMet
TriMet, the provider of public transportation for the three counties
around the Portland-metro area, operates a transit network of 93
bus lines and a 44-mile, 64-station light rail system. TriMet also
happens to be a national leader in the people-mover field, carrying
more people than any other U.S. transit system its size (and more than
some larger markets, including Seattle and Denver).
TriMet had four planning functions aligned with four different departments.
Unsure of whether the alignment of the groups offered optimal execution
of the organization's strategic vision, TriMet asked ACME to help
determine how to make the following four teams move in the same direction:
- Strategic Planning (plans future growth and transit plan for the region)
- Service
Planning (plans service on the street)
- Capital Planning (plans
expansion like MAX / bus stops)
- Market Research (conducts research
to support decision-making throughout the agency)
Employing a four-step process (initiation, information gathering,
analysis, recommendations), ACME facilitated a TriMet team through an
assessment, which included:
- Conducting focus interviews with the executive team
- Performing high-level
process assessment
- Analyzing activity effort and customer surveys
- Building a tactical
plan for capitalizing on opportunities and recommendations
for improvement
- Designing to-be organization options detailing
benefits and risks
Result: ACME found that the
departments truly could be aligned more effectively to drive more integrated
research / analysis and planning processes. The team defined recommendations
and a high-level, tactical plan that TriMet is currently implementing.
